Electronic Benefits Transfer (EBT) is the delivery of government benefits via electronic transfers to recipient accounts. The EBT Cards issued to recipients would allow them to access funds from these accounts for the purpose of purchasing goods and services, specific to the programs offered on the card, from participating merchants.
Supermarket and convenience stores
- Merchant must have a PIN pad and receipt printer to accept EBT transactions or have a POS terminal with an integrated PIN pad and receipt printer
- EBT transaction processing is very similar to PIN-based debit transaction processing
- Merchant uses the same POS terminal for accepting EBT transactions as is used for accepting other credit card and debit card transactions
- Allows merchant to maintain sales volumes – as customers currently receiving government benefits now utilize EBT Cards rather than paper-based payments
- Electronic payments provide faster check out than with paper-based programs
- Faster delivery of funds to the merchant – merchant receives payment in the same timeframe as credit card payments
